Dr. Jacques Julmice

A Medical Director Dedicated to Serving the Entire Community

In the gallery of the great personalities that have marked the history of Sacred Heart Hospital in Milot, another name has been added: Dr. Jacques Julmice.

Despite having been in his post as Chief Medical Officer for only four months, Dr. Julmice has won the sympathy of almost all of the Milot community and the employees of the hospital. In a community often known for strong personalities and differences of opinion, the winning of such respect and confidence in such a short period of time is quite remarkable. His dynamism, expertise, dedication and actions amaze many. Under the auspices of a visionary CEO, Dr. Harold Prévil, the new CMO is especially appreciated for his work in the fields of orthopedics and surgery at Hôpital Sacré Coeur.

Indeed, prior to his arrival at the hospital, the people in the community, who had bone fracture injuries, were referred to Justinian Hospital in Cap Haïtien for treatment because orthopedics surgery was not available at Hôpital Sacré Coeur on a regular basis. Until now, the hospital has relied upon medical volunteers to perform orthopedic treatments. Dr. Julmice, an experienced orthopedic surgeon, has indelibly marked his presence by donning his physician’s coat to provide services to many patients who suffer fractures of all kinds. Thanks to him, today the service is available at the Orthopedic Hospital 24/7 and dozens of people with fractured bones are treated, cured and have regained their health. Dr. Julmice’s orthopedic clinic – held every Tuesday – draws a crowd of patients from throughout the northern region, which increases traffic to the hospital.

Dr. Julmice’s animated fierce desire to serve and to enhance the level of quality of care at the HSC, has also provided considerable support to the general surgery service. Before his arrival, there was only one full time surgeon with a tiring schedule of daily surgeries. As a general surgeon, Dr. Julmice has already performed many surgeries on behalf of the hospital, despite his short time on staff.

Even though CMOs traditionally do not serve as duty doctor in surgery, Dr. Julmice’s dedication to patients and staff motivates him to jump in and fill the gaps as they occur.

Currently he is undertaking innovative actions to reorganize the operating of this institution and to improve the quality of care provided to patients.

In his administrative duties as Medical Director, Dr. Julmice has initiated numerous actions in the context of improving the quality of care at the hospital.

He worked on a reference procedure for hospitalization of patients designed to curb some of the problems associated with the death of some patients. He stimulates and helps medical officers revise and develop treatment protocols. Taking advantage of his dynamism, two review sessions of a death, M & M (Morbidity and Mortality) conferences have occurred to more adequately identify the causes of some cases of death in order to take appropriate measures.

In addition, he has, among other things, worked with the Director of Nursing in the reorganization of the emergency department. With the support of the hospital’s CEO, he sought and hired a cardiologist who also specializes in emergency care. As if that was not enough work in four short months, he also directed some training for medical residents in social service projects to stimulate research among physicians, requiring them to lecture on various topics. Dr. Julmice himself set the example last month when he presented a lecture on medical law for the Haitian medical staff HSC.

Married and the father of a child, the journey of Dr. Julmice shows his natural intelligence, education and hard work. Coming from a hardworking family who firmly believe in education, Dr. Julmice has an impressive academic profile. Having completed his medical studies at the University Quisqueya in 2002, he became a resident in social work at the hospital in Hinche the following year. In 2003, he was admitted to the State University of Haiti – a subsidiary of Cap-Haïtien – as a student in Legal Sciences, There he completed his studies and was granted a license.

From 2004 to 2005, he worked as a general practitioner at the health center Lemonade Hospital and the Great River of the North. In 2006 he was admitted to the Justinian University Hospital in Cap-Haïtien as a resident in general surgery which he completed in 2010. Brilliant, he was selected to attend specialized training in orthopedics and trauma at Justinian University Hospital in 2009 and completed those studies during a six months fellowship in France at the Centre Universitaire Amiens in 2012. Back home, he made a short stay at the hospital in Gonaives as a surgeon, a position he left after being chosen to be the Medical Director at Sacred Heart Hospital in Milot. Dr. Julmice is also a lawyer and member of the bar of Cap-Haïtien.
